From Greening to Competitive Advantage: How Public Support Can Strengthen National Film Production and International Co-Productions

Environmental sustainability requirements are increasingly influencing access to European film funding, international co-productions and production services. What were once voluntary commitments are gradually becoming expectations that affect financing decisions, production planning and international competitiveness.
However, introducing standards alone does not create a sustainable or competitive audiovisual industry. Producers also need clear guidance, trained specialists, accessible infrastructure and financial support to implement these requirements effectively.
This panel explores how national sustainability policies, when supported by practical resources and incentives, can strengthen domestic production capacity, facilitate international co-productions and improve a country's attractiveness as a production partner.
Drawing on European, Nordic, Irish and Estonian perspectives, the discussion will examine how sustainability requirements are translated into workable production practices, who bears the cost of implementation and what smaller production territories can learn from countries developing coordinated approaches.
The central question is not whether the audiovisual industry should become more sustainable, but how public policy can turn growing sustainability requirements into a competitive advantage rather than an additional burden on producers.
